Normally accepted is maximum 3 sheets of prepreg. For further thickness, core without copper can be used, but be aware that will also lead to higher pricing. A core without copper will often count as 2 more layers. Final thickness after bonding will also depend on the copper coverage on adjacent copperlayers.  PCB Manufacturers are using procentage coverage calculated from the "Gerber files" to find the final pressed thickness.
